“This feature requires SharePoint Server 2010 or greater with InfoPath Forms Services Enabled”
Objective:
Figure out why InfoPath 2010 will connect to a site in one web application and not connect to a site in another web application
When unsuccessful InfoPath 2010 will display the error
“This feature requires SharePoint Server 2010 or greater with InfoPath Forms Services Enabled”
Technical Interpretation:
It appears that the Enterprise Features have not been enabled for the SharePoint web application that InfoPath cannot connect to.
For one web application to allow connection and another to not allow connection leads me to think that there may have been a license upgrade after the first web application was created and before the second web application was created.
This left the first web application without the Enterprise Features enabled.
The setting for the InfoPath Forms Service located in the General Application Settings area of Central Administration is indeed correct, but it only applies to web applications that have the Enterprise Features enabled.
Potential Solution:
The Enterprise Features must be enabled for the web application, site collection, and sites where InfoPath displays the error.
The following commands are located in the Upgrade and Migration area of SharePoint 2010 Central Administration.

1. Verify the Enterprise Feature Set is enabled

2. Enable Enterprise Features in all sites

3. Verify that the Feature Enabling completed successfully
